Sir, I have laid before The Queen<lb/>your application on behalf of John Frost,<lb/>Zephania Williams and William Jones,<lb/> under Sentence of Death for High Treason;<lb/>and having considered the  Special Circumstances<lb/>of the Case of each of these prisoners,<lb/>with reference to the proceedings which<lb/>have taken pace since their trials, I<lb/>I have deemed it advisable to recommend<lb/>to Her Majesty to extend the Royal<lb/>Mercy to the said prisoners on Condition of<lb/>Transportation for Life: - and Her<lb/>
